Who's to say that Torchwood aren't just RTD's take on C4 because he was unable to obtain the rights to use them in NuWho?

A LOT of BF fans think he nicked the idea. It even ruined the potential Forge mini series which was to be made.

RTD has been known to steal other peoples ideas in the past because he's not very creative, the Ood are clearly based on the Sensorites from 1964, he even admitted this himself and said "I like to think that the Ood come from a planet close to that of the Sensorites", is it located in the Copyright-Violation Star System?
