Had the 9th Doctor been born before the Time War, why would 10 say what he did about 10.5?

Because he thought to himself, "I'm not travelling with that creepy clone which just popped up inexplicably from nowhere without any plot device, I know, I'll hand him over to that lusty beaverface Rose as a sex-toy present, hopefully she'll stay fucking put in her alternate-world and stop bothering me then!"
to be fair it would have been very creepy if he had stayed, and I thought it was cruel theDoctor acting like it was his decision to make, why was 10.5 not allowed to make his own decisions? if theDoctor was worried about what decisions he might make, then he should have taken responsibility for him, not just give the problem to Rose and the alt reality.

I suppose because the doctor is the same as him, just vastly more intelligent & therefore in a unique position where he can make better decisions for someone on their behalf. It's still a pretty ruthless bit of reasoning though

Well in RTD's brain, if you are solely human with a humans body, getting your leg over takes the paramount importance over any other decision to be made.

im sure he does not think that all humans are like Captain Jack, despite what Torchwood says otherwise.

Given RTD has been in Hollywood for around seven months and
none of his projects have appeared yet, I have a nasty feeling
come 2011 he'll be back in the UK banging on Moffat's door.

I wouldn't be surprised if he writes something for Who at some point.

Well Davies has lied before ("The Master is not
coming back" and "Donna won't be coming back
post TRB"). It wouldn't surprise me if he comes crawling
back to Upper Boat if his US career doesn't take off.

If he bothers Moffatt, I really hope Moffatt tells him to stick it where the sun don't shine.
